James J. Welsh, MSW
President & CEO
As president & CEO of Family & Children Services, Jim leads an agency that serves 8,000 children, teens, and adults throughout Santa Clara County
and southern San Mateo County. He has overall responsibility for the agency's finances, programs, operations, and strategy. Prior to joining the agency
in 2006, Jim led nonprofits in Michigan and Maine. Jim holds a master's degree in social work from the University of Michigan, Ann Arbor, and
has developed award-winning programs and innovative treatment models.
Julie Daul, LCSW
Senior Director
As senior director, Julie has overall management responsibility for Family & Children Services' Clinic-Based and School-Based Services, which include outpatient counseling, family violence prevention and intervention, workplace counseling and consultation services, and counseling and support services on school campuses. In this role, her responsibilities include program development, financial
management and budgeting, and staff supervision and evaluation. Prior to joining Family & Children Services in 1994, Julie was the director
of the Family and Children's Services division at Catholic Charities. Julie is a licensed clinical social worker and has a bachelor's degree
in psychology from the University of California, Berkeley.
David Haugen, CPA
Chief Financial Officer
As chief financial officer (CFO), David oversees the agency’s financial operations. David joined the agency in October 2008. He brought with him extensive experience in healthcare administration and finance, having served as senior vice president and CFO at Florida Hospital - Zephyrhills and as director of finance at Terrebonne General Medical Center (Louisiana). David earned his master's of business administration at the University of Tampa and is licensed as a Certified Public Accountant (CPA) in both California and Florida.
Howard Lagoze
Senior Director
As senior director, Howard has overall management of Community-Linked Services, which includes outpatient substance abuse treatment, Medi-Cal mental health, self-sufficiency services, and specialized services for children and adults who are Deaf or Hard of Hearing and the South East Asian community. Howard has been with the agency since 1999, beginning as director of Substance Abuse Services. He has intensive experience in substance abuse rehabilitation, neuropsychology, and bio psychosocial rehabilitation. Howard holds a master of science in clinical psychology from the University of Miami, Coral Gables, and a master of business administration from New York University.
Maryanne McGlothlin
Senior Director of Development
As senior director of development, Maryanne is responsible for the agency's resource development (individual, foundation, and contract), communications, and outreach. Maryanne joined Family & Children Services as marketing manager in fall 2005; she added grants and contracts to her responsibilities in summer 2007 and became director in summer 2008. Previously, she served in the Development Department at 4Cs (The Child Care Coordinating Council of San Mateo County). Maryanne, a Peninsula native, holds a master of science in communication studies from Boston University and a degree in literature from University of California, San Diego. Her college experience included a year of study at University College London.
